“The MTA’s 2025-2029 Capital Program is a strong roadmap to a more modern, reliable and accessible MTA, but critical projects could still be left incomplete,” said Carlo A. Scissura, Esq., President & CEO of the New York Building Congress. “The loss of sustained, bondable funding from congestion pricing resulted in a gap of $16.5B in the current plan, and it is critical that we get that funding back now before we even begin to deal with the $30B+ gap in this new plan. Any gap could lead to service disruptions and continued lack of accessibility. The capital plan promises a stronger New York by focusing on transformative projects like the IBX. To keep that promise, we need congestion pricing, we need a fully funded MTA, and we need it now.”
