Dear Chairman Graves and Ranking Member Larsen, I am writing to express my strong support for the BUILD America 250 Act. This bipartisan legislation is a pivotal step in investing in our nation’s infrastructure, which is vital for sustaining economic growth and enhancing the quality of life for all Americans.

As President and CEO of the New York Building Congress, I represent a coalition of over 500 organizations and more than 250,000 skilled professionals and tradespeople from around our great nation. Our members are dedicated to building the robust infrastructure that powers our economy like sound roads, reliable bridges, and efficient transit systems. In 2025 alone, the New York Building Congress membership contributed to $1.5 trillion of infrastructure projects around the United States.

The legislation addresses several high-priority issues for our membership, including historic investments in bridges and core highway programs that are essential to modernizing our infrastructure and creating thousands of good-paying jobs. We also appreciate the NEPA reforms to streamline permitting and expedite project delivery and the emphasis on alternative project delivery methods to encourage innovation, improve execution, and make better use of taxpayer dollars. We look forward to the study regarding the establishment of a Federal Infrastructure Bank, in the hopes that this can be a mechanism to secure continued, long-term federal infrastructure funding. Also, the bill fulfills the immense commitment to the next generation of our workforce in equipping workers with the skills they need with workforce training funding needed to ensure skilled tradespeople are prepared to meet the demands of a modern infrastructure landscape.

The BUILD America 250 Act not only addresses urgent infrastructure needs but also lays the groundwork for future innovation. We at the New York Building Congress commend your bipartisan leadership in advancing this historic legislation and look forward to its swift passage.
